Congressman Dave Loebsack today praised the House passage of legislation that clarifies existing law and allows the Department of Commerce to collect fees on subsidized goods from non-market economies, like China. Loebsack was an original cosponsor of this bipartisan legislation and without it, many manufacturers, including steel plants in Iowa, would have lost a key tool in ensuring that illegally subsidized foreign products don’t push American-made products out of our own market. The Senate is expected to take up and pass this legislation and it is expected to be signed into law by the President.

I strongly believe Iowa workers will always out compete the global competition when they are able to compete on a level playing field, and that’s what this bill does. By allowing our country to use all available tools to level the playing field with countries such as China that illegally subsidize their exports, this bill will keep foreign companies from being able to push Iowan and American-made goods out of our own market. This bill also demonstrates what can be accomplished when both sides of the aisle work together to find commonsense solutions to the challenges facing employers and our economy. I hope this is another sign that members of the House are serious about working to move Iowa and America forward and protect manufacturing jobs in the state.”
A recent ruling by the Court of Appeals for the Federal Circuit would prevent the Department of Commerce from imposing countervailing duties on illegally subsidized foreign goods imported from non-market economy countries such as China and Vietnam. HR 4105 confirms that the Department of Commerce can continue to apply the countervailing duty law.
