The following projects are multi-Member requests which I support because of their significance to the 2nd District of Iowa.

Description: Working to aid our local farmers and stimulate local economies is a high priority for my office. The funds I am requesting will provide technical assistance to 375 farmers from all 9 Iowa Crop Reporting Districts and all 5 Congressional Districts to develop, implement, and maintain enhanced environmental management system plans (CEMSA); conduct on-farm applied evaluation to measure plan performance; interpret data for assisting farmers in making management adjustments; and develop, validate, and verify new planning modules.
Project: Reach Out and Read

Description: Reach Out and Read is a multi-Member project request to promote literacy and language development in infants and young children, targeting disadvantaged and poor children and families. Reach Out and Read was established in Iowa in early 2006. Initially comprised of 17 sites in the state, the coalition has expanded to 53 sites serving over 41,000 children as of June 2008. Most recently Reach Out and Read partnered with the University of Iowa Children’s Hospital in Iowa City, Blank Children’s Hospital in Des Moines, and the Iowa Chapter of the American Academy of Pediatrics to form “Kids Helping Kids in the Flood” to gather donations from children throughout the country to help flood-affected children.

Description: This program was authorized by Congress in the Water Resources and Development Act of 2007 and includes projects for small-scale navigation improvements, large scale navigation improvements, and collaborative ecosystem restoration projects. If funded, the Army Corps of Engineers will be able to continue projects for navigation efficiency and ecosystem restoration on the Upper Mississippi River. These projects will create jobs while ensuring Iowa’s main economic drivers, agriculture and manufacturing, remain a major force in the global economy.

Description: This funding will allow for greater economic development opportunities for our river communities and improve water and environmental quality on the Mississippi River. The funding would support environmental management programs and Habitat Restoration and Enhancement Projects in addition to long-term environmental resource monitoring on the Upper Mississippi River.
